I am dealing with an Acer Aspire as well and am having this "Insufficient system resources exist to complete API" problem.
I cannot get past the "Windows is starting" screen either so there is no way I can download any fixes.

for those of you that keep rebooting it is not really possible for the install of the new windows fix. you probably get an Lsass.exe system error where it’s stuck in a booting circle with “insufficient system resources exit to complete the API”. This still has to do with the memory so I would suggest reinstalling windows or using a recovery thumbdrive. you’re not going ot be able to download the fix. sorry guys.

This seems to address my problem exactly, only I can't reinstall windows as I have no disks and this small laptop has no drive anyway.
How do I get the recovery thumbdrive?

I can be reached @
chopchoie@hotmail.com

if anybody solves this Thanks!!!

I keep getting the same error on hibernate so I downloaded and ran KB909095 but a setup error says that the Service Pack version is newer than the update I am applying, there is no need to install this update. The error remains though...!
